Planetary defense governance: Thirty years of development and the multilateral future

Nikola Schmidt

Summary: Planetary defense refers to activities and actions to predict and mitigate a potential impact by an asteroid or comet on the Earth. The current state of global PD governance depends on the willingness of space-faring states, but without solid governance, decision-making could be contingent, leading to unpredictable policy implications. This paper studies the evolution of PD governance and proposes a multilateral PD security regime as a solution.

A multifidelity approach to robust orbit determination

Alberto Fossa, Roberto Armellin, Emmanuel Delande, Matteo Losacco, Francesco Sanfedino

Summary: This paper presents an algorithm for improving the robustness of orbit determination tools through the preprocessing of observation data. The algorithm progressively reduces the uncertainty in the initial estimate by utilizing sensor data and detects outliers in the processed measurements. It uses differential algebra techniques and a novel automatic domain splitting algorithm to efficiently propagate uncertainties over time and employs a multifidelity approach to minimize computational effort while maintaining accuracy. The algorithm's effectiveness is demonstrated using synthetic and real observation data for a geostationary transfer orbit object.

Seismic assessment of a long-term lunar habitat

Carlos Patino, Santiago Ruiz, Daniel Gomez, Alejandro Cruz, Shirley J. Dyke, Julio Ramirez

Summary: This study highlights the importance of considering seismic loads in the design of lunar habitats and proposes a method to assess the structural response of a lunar habitat made of sulfur concrete and regolith. The results suggest that shallow moonquakes with return periods greater than 475 years can result in the loss of global stability of the structure.

Droplet entrainment characteristics of HTPB/Paraffin blended fuels for hybrid rocket motors

Xue-li Liu, Song-qi Hu, Yin Wang, Wei-meng Zhang, Lin-lin Liu

Summary: This study investigated the droplet entrainment mechanisms and liquid film behavior of HTPB/paraffin blended fuels in hybrid rocket motors. The experiments revealed that the entrained droplets were formed due to the disturbance of the gas-liquid interface, leading to a decrease in regression rate. The behavior of the liquid film was influenced by temperature, mass flux, chamber pressure, and HTPB concentration.

Dengke Li, Bo Sun, Chunliang Dai, Xiong Chen, Xiang Zhang, Yanjin Man

Summary: This study investigates the effects of non-equilibrium gas on shock/shock interactions (SSIs). The results show that chemical non-equilibrium effects significantly increase the impingement position of the shear layer, while thermal non-equilibrium effects slightly increase the standoff distance of the bow shock.

The capture of small near-Earth asteroids in a bound binary pair in Earth's orbit

Amirah R. Algethami, Colin R. McInnes, Matteo Ceriotti

Summary: This paper utilizes the Hill's approximation model to manipulate the relative motion of two asteroids by three impulses, resulting in their bound binary motion in Earth's orbit. The feasibility of this strategy is demonstrated, and potential applications for parking small captured near-Earth asteroids in Earth's orbit are discussed.

Endurance operation of a heaterless C12A7 electride plasma cathode and post operation material analysis

Christian Drobny, Katja Waetzig, Axel Rost, Martin Tajmar

Summary: A heaterless plasma cathode using disc shaped C12A7 electride as emitter material has been developed. The cathode has a low work function and optimized thermionic emission properties, making it easily ignitable from room temperature. After long-term operation, a detailed material analysis has been conducted.

Trajectory-shaping guidance based on optimality formulation for cooperative attack of multiple interceptors

Hyeong-Geun Kim, Jongho Shin

Summary: This study presents an optimal guidance structure for the salvo attack of multiple missiles, achieving impact angle and time constraints. By configuring the guidance command based on an optimization formulation, the desired profile of the look angle can be achieved while minimizing the usage of normal acceleration. The resulting trajectory is expressed as a polynomial form, allowing for various curvatures of impact courses. Additionally, the proposed guidance law can achieve a wide range of terminal constraints without the need for time estimation.

Hamdi Ercan, Cuneyt Ozturk, Mustafa Akin

Summary: This paper assesses the impact of electrifying the environmental control system (ECS) and ice protection system (IPS) on aircraft weight, range, and fuel consumption. The simulation results show that the aircraft with electrical ECS and IPS architecture is lighter, has an extended range, and consumes less fuel. The findings suggest that the electrification of the conventional pneumatic system in aircraft has positive contributions in terms of weight, power consumption, and fuel consumption.

Feasibility analysis and saturation control for underactuated spacecraft formation reconfiguration in elliptic orbits

Jiang Shao, Qingrui Zhou, Yan Xiao, Franco Bernelli-Zazzera, Zhaowei Sun

Summary: This work proposes a saturation control scheme for underactuated spacecraft formation reconfiguration in elliptic orbits without radial or along-track thrust. The control scheme is developed by linearizing the linear time-varying dynamics to linear time-invariant ones and analyzing the controllability and feasibility of formation reconfiguration using the rank criterion method. The developed underactuated saturation controller ensures that the system trajectory asymptotically converges to the specified configuration, and the Lyapunov-based analysis provides constraints on the controller parameters and stable reconfiguration accuracy of the system states. Numerical simulations are performed to verify the validity of the proposed underactuated control scheme in the presence of J2 perturbation.
