Determinants of Disparities in Early COVID-19 Job Losses

Laura Montenovo, Xuan Jiang, Felipe Lozano-Rojas, Ian Schmutte, Kosali Simon, Bruce A. Weinberg, Coady Wing

Summary: This study examines the sociodemographic divide in early labor market responses to the U.S. COVID-19 epidemic. It reveals that employment losses in the early COVID-19 recession were smaller for groups with low or high education levels compared to previous recessions. The study also finds that job loss was greater in occupations that require more interpersonal contact and cannot be performed remotely. Pre-COVID-19 sorting of workers into occupations and industries along demographic lines explains a portion of the demographic gaps in new unemployment. Gender differences in employment losses can partly be explained by women's pre-epidemic sorting into occupations compatible with remote work.

The securitisation of migration in the European Union: Frontex and its evolving security practices

Sarah Leonard, Christian Kaunert

Summary: This article investigates the evolving security practices of Frontex, one of the key actors in handling asylum-seekers and migrants at the external borders of EU Member States. By comparing Frontex's practices in two significant 'migration crises' in the Mediterranean, the article shows that the 2015-2016 'migration crisis' has intensified the Agency's security practices, resulting in an escalation of securitisation of migration in the EU.

The Refugee Paradox During Wartime in Europe: How Ukrainian and Afghan Refugees are (not) Alike

David De Coninck

Summary: Since Russia invaded Ukraine in 2022, a large number of Ukrainians have been displaced and most of them have sought refuge in European countries like Poland and Moldova. The public reaction in Europe and America to this crisis has been overwhelmingly positive, in stark contrast to the apprehension and negative reactions toward Afghan refugees following the Taliban takeover in 2021. While there are similarities between these two refugee groups, there are various reasons why the European and American public may feel closer to Ukrainian refugees and perceive them as more deserving of aid, including symbolic threat, conscience collective, ethnicity, and the role of the aggressor in the conflict.

The spiralling of the securitisation of migration in the EU: from the management of a 'crisis' to a governance of human mobility?

Valeria Bello

Summary: This special issue highlights that the process of securitising migration is not linear but a spiralling phenomenon involving different actors and their policies, practices, and narratives. By categorising cognitions, mandates, constituencies, and interests of state and non-state actors, it becomes possible to understand why and how migration is constructed or deconstructed as a threat. Prejudicial cognitions are identified as a key factor contributing to the securitisation of migration and the reinforcement of its nexus with crime. The contributions in this special issue provide evidence through various analyses of migration management at different levels, both governmental and non-governmental.

Understanding patterns of internal migration during the COVID-19 pandemic in Spain

Miguel Gonzalez-Leonardo, Antonio Lopez-Gay, Niall Newsham, Joaquin Recano, Francisco Rowe

Summary: Based on administrative population register data in Spain, this study analyzes the impact of the COVID-19 pandemic on internal migration patterns. The results show a decline in internal migration moves during the early stages of the pandemic, with net migration losses in core cities and gains in rural areas. However, these changes appear to be temporary and trended back to pre-pandemic levels by late 2020, with movements between cities and between cities and suburbs continuing to dominate the internal migration system.

It highlights the increasing reliance on emerging technologies, particularly drones and related information and surveillance technologies, in managing migration into the EU. Supply-Side Versus Demand-Side Unmet Need: Implications for Family Planning Programs

Leigh Senderowicz, Nicole Maloney

Summary: The unmet need for contraception metric is crucial for global family planning, but often misinterpreted as lack of access. Disaggregating unmet need into demand-side and supply-side components can provide a more person-centered understanding. Studies in sub-Saharan African countries show that demand-side unmet need far exceeds supply-side unmet need in all scenarios.

The centre no longer holds: the Lega, Matteo Salvini and the remaking of Italian immigration politics

James Dennison, Andrew Geddes

Summary: This study finds that policy responses to migration in Italy have been shaped by issue salience and changing configurations on the centre right of Italian party politics. The increased politicisation of 'irregular' arrivals after 2015 significantly advantaged the Lega, who transformed into a populist radical right party and dominated the nominal 'centre-right' coalition. The imposition of prevention and removal policies for migrants by the Lega during their time in government conformed to theoretical expectations regarding the role of interest groups and public opinion in public policy.

Orban's political jackpot: migration and the Hungarian electorate

Andras Biro-Nagy

Summary: This paper examines the Hungarian government's focus on immigration and its political impact, arguing that the center-right party successfully politicized the issue and acted as an agenda-setter rather than a follower. Analyzing data from various surveys, it shows how Hungarian voters' perceptions of immigration differ from European public opinion, and how fears related to immigration played a role in the 2018 parliamentary elections.
