The role of public procurement as innovation lever: evidence from Italian manufacturing firms

Summary: The study found that the impact of public procurement activities on innovative investments depends on the simultaneous adoption of supply-side measures and the inclusion of innovative demand in procurement contracts. Demand-side tools may be effective in countries with weak innovation systems like Italy, and the design of the policy mix is important for improving effectiveness when demand-side and supply-side instruments are jointly implemented.
