Curbing cost overruns in infrastructure investment: Has reference class forecasting delivered its promised success?

Summary: While the American Planning Association advocated for reference class forecasting to address cost overruns in infrastructure projects, the practice has not gained widespread adoption in the U.S. In contrast, the UK successfully implemented reference class forecasting for major projects, resulting in significant improvements in budget estimation and outcomes. Reference class forecasting has proven to be effective in reducing financial risks and societal losses, showing promise for future infrastructure investments.
