'Failing forward': a critique in light of covid-19

Summary: This article examines the policy responses of the European Union and the United States to the Covid-19 pandemic in the first twelve months. It highlights how the pandemic revealed the institutional strengths and weaknesses of both political systems. While the EU showed innovation and capacity to build new institutions, effective crisis management in the US was hindered by poor leadership, political polarization, and institutional gridlock until early 2021.
