Australia's remote workfare policy: Rhetoric versus reality of 'community' empowerment

Summary: This article examines Australia's Community Development Programme (CDP) and argues that despite political rhetoric, the program marginalizes 'community' in its design and implementation. Instead, CDP is seen as a manifestation of neoliberal paternalism, where state governance practices work through community organizations to enforce market principles and 'train' unemployed and poor individuals to pursue 'freedom' within the bounds of market rationality, strategically disempowering Indigenous communities.
