Contesting the greening of the urban growth machine: Ecological modernization and the promethean counter-discourse

Summary: This paper focuses on the controversy around urban environmental policies, particularly the conflict between growth and sustainability, using an empirical study of a sustainable mobility policy in Quebec City to illustrate two divergent perspectives.
