Spatial planning in the face of flood risk: Between inertia and transition

Meng Meng et al.

Summary: This paper investigates the challenges of incorporating expanded adaptation measures in conventional planning practices in the context of flood resilience in cities, with Guangzhou as a case study. The findings show that the attachment to engineering-based solutions to tackle flood risk remains deeply rooted, and the departure from established practice to embed nature-based and non-structural solutions in the planning system is more likely to occur in response to changing socioeconomic needs and strong institutional support.

National laws for enhancing flood resilience in the context of climate change: potential and shortcomings

Sara Mehryar et al.

Summary: Global flood risk is increasing due to climate change, yet current national laws mainly focus on reactive strategies and lack consideration of risk reduction strategies and nature-based solutions. Laws should encourage proactive flood risk management activities and treat FRM as a holistic concept, incorporating human, social, physical, natural, and financial systems to support it.
