Optimal carbon tax rates in a dynamic stochastic general equilibrium model with a supply chain

Ying Tung Chan et al.

Summary: This study examines the impact of the production supply chain on climate policy decisions. By developing an environmental dynamic stochastic general equilibrium (E-DSGE) model, we demonstrate that the optimal carbon tax rates are influenced by both aggregate supply and demand shocks across multiple production stages. However, the specific stage at which the shock occurs will determine the variations in optimal carbon tax rates and their dependence on the nature of the shocks.

Economic impacts and carbon emissions of electric vehicles roll-out towards 2025 goal of China: An integrated input-output and computable general equilibrium study

Zhiwei Guo et al.

Summary: The rapid expansion of China's vehicle fleet puts pressure on efforts to reduce carbon emissions. However, concerns have been raised about the environmental impact of electric vehicles (EVs) during the production phase. A study using a computational model found that the increase in EV sales has a negligible impact on the overall economy and the difference in CO2 emissions between EVs and internal combustion engine vehicles is marginal. Therefore, large-scale adoption of EVs will not hinder the sustainable development of the automotive industry.

A computable general equilibrium (CGE) assessment of technological progress and carbon pricing in India's green energy transition via furthering its renewable capacity

Basanta K. Pradhan et al.

Summary: This paper uses a Computable General Equilibrium (CGE) model to assess the effect of coal cess and technological progress on achieving a target of 40% electric power generation from non-fossil fuel based energy resources by 2030 in India. The study finds that endogenous technological change in renewables, along with the coal cess, can help achieve the low carbon target and bring economic gains. The coal cess can facilitate the shift towards a low carbon economy by reducing the relative prices of non-fossil fuel energy and providing finance for R&D in renewables. Advancements in carbon capture and storage (CCS) technology can also contribute to emission reduction at a lower economic cost. Thus, policy focus on R&D in energy technologies and carbon pricing is crucial for India's low carbon growth.

Measuring CO2 emissions performance of China's construction industry: A global Malmquist index analysis

Min Cheng et al.

Summary: Rapid urbanization in China has turned the construction sector into a major industry for CO2 emissions. A global Malmquist CO2 emissions performance index (GMCPI) has been proposed to evaluate CO2 emission performance of multi-input and multi-output production processes. The study found an overall improvement of 13.6% in CO2 emissions performance in China's construction industry from 2004 to 2016, with technological progress playing a key role. Regional differences in CO2 emissions performance were observed, with the eastern region showing the best performance. Reasons contributing to different levels of CO2 emissions performance in different provinces were explained based on the decomposition of GMCPI.

Toward green transition in the post Paris Agreement era: The case of Taiwan

Chun-Chiang Feng et al.

Summary: The Paris Agreement marks the beginning of a new era in addressing global climate change, while COVID-19 presents an opportunity for economic restructuring. This study highlights the importance of incorporating green transition measures into adaptation and recovery plans, emphasizing the need for a comprehensive approach that combines market-based instruments and tax revenue recycling in order to achieve a reduction in greenhouse gas emissions and improve economic performance. It also suggests that offshore wind alone is insufficient to redirect Taiwan's energy-intensive pathway.

Evaluating the impact of carbon tax policy on manufacturing and remanufacturing decisions in a closed-loop supply chain

Ruiling Luo et al.

Summary: This paper develops four game-theoretic models to evaluate the impact of carbon tax policy on manufacturing and remanufacturing decisions in a closed-loop supply chain. The results show that carbon tax can effectively promote investment in carbon reduction technology and remanufacturing, but the design of the tax policy needs to be reasonable to avoid negative impact on remanufacturing. The centralized supply chain can achieve higher total profit, but its carbon emissions may be higher than the decentralized supply chain when carbon tax is low. Decisions in the decentralized supply chain are mainly based on the wholesale price between manufacturer and retailer, rather than the unit carbon saving of remanufactured products. Therefore, policymakers should tailor carbon tax policy designs to different industries and can promote low-carbon consumption and cultivate consumer preference for remanufactured products through taxes or subsidies.

Summary: This paper empirically examines the impact of China's environmental tax on the development of heavy polluting enterprises and finds that the tax encourages innovation and brings economic benefits to innovative firms. The study also reveals that a higher tax rate is more conducive to improving innovation quality, and other environmental policies, such as environmental subsidies and R&D subsidies, play an important role in enhancing the quality of technological innovation. The findings suggest that well-designed policy combinations can correct the distortion caused by environmental taxes.

Effects of a carbon tax in the United States on agricultural markets and carbon emissions from land-use change

Jerome Dumortier et al.

Summary: A study assessed the economic and environmental impacts of a carbon tax on agriculture in the U.S., finding that as the carbon tax increases, production costs for corn and soybeans rise, exports decrease, and there is a slight increase in global GHG emissions. However, this increase is small compared to the overall reduction in emissions from the carbon tax. Policy makers need to be aware of potential leakage in land-use change and take measures to prevent expansion into carbon-rich native vegetation.
