To address the issue of food and energy security, a multi-purpose offshore platform with OTEC functionality was designed for East and Southeast Asia. Google Earth Engine was used to assess potential target areas, resulting in the identification of seven typical regions for further evaluation. The introduction of the Triple I light index facilitated site assessment, with tropical Southeast Asia identified as the most suitable location for these facilities.
In order to deal with the food and energy security issue, we design a multi-purpose offshore platforms with OTEC in East and Southeast Asia. This work utilizes Google Earth Engine (GEE) to assess possible target areas and then identify seven typical region for further evaluation. Triple I light index is introduced for site assessment. Finally, we conclude that tropical Southeast Asia performs better and thus suitable for these facilities.
