More Efficient Policy Learning via Optimal Retargeting

Nathan Kallus

Summary: Policy learning can extract individualized treatment regimes from observational data, but lack of overlap in data for different actions is a common issue leading to poor policy evaluation. Retargeting, changing the population on which policies are optimized, is a solution that can significantly improve the effectiveness of policy learning procedures.
