Implementation of scarcity pricing without co-optimization in European energy-only balancing markets

Summary: This paper introduces the implementation of scarcity pricing in the Belgian balancing market. The market design proposed in this paper aims to apply the first principles of scarcity pricing theory to European balancing markets. One important boundary condition is the absence of real-time co-optimization of energy and reserves in European markets. Despite this, the mechanism can be implemented implicitly, and a specific path has been proposed for the Belgian balancing market. However, there are various financial, pricing, cross-border, legal, and coexistence issues that need to be addressed.

Calibration of Operating Reserve Demand Curves Using a System Operation Simulator

Summary: The objective of this paper is to analyze the trade-off between operation cost and system reliability resulting from different shapes of Operating Reserve Demand Curves under scarcity pricing. A model of Belgium's short-term operation is implemented and validated using historical realization data. The model simulates the cost and time trade-off of mobilizing flexible resources and the resulting impact on scarcity pricing adders, allowing for a comparison of eight different operating reserve demand curves to support a recommendation for scarcity pricing implementation in Belgium.

Summary: A study showed that wind generation has a significant negative impact on Operating Reserve Demand Curve (ORDC) prices, limiting its ability to provide long-term price signals and stability. An increase in wind generation when it is relatively low can lead to a decrease in ORDC prices. If wind generation exceeds 9000 MW, ORDC prices are expected to be zero, potentially discouraging the increase in generation capacity.

This paper aims to develop a methodology to expose the implications of this missing market and validate analytical insights through a simulation model representing the European balancing market.
