Probabilistic County-Level Population Projections

Summary: Population projections provide predictions of future population sizes for an area. Historically, deterministic or scenario-based approaches have been used, without considering uncertainty. However, since 2015, the United Nations has produced probabilistic population projections using a Bayesian approach. This article proposes a Bayesian method for subnational population projections, including migration and college populations, building on the UN approach. Out-of-sample experiments show accurate and well-calibrated forecasts and forecast intervals, often narrower than state-issued growth-based intervals.
