Conflict and conciliation: industrial relations in an industrialising Hong Kong, ca. 1946-1960

David Clayton

Summary: This article discusses the reasons for the stability of Hong Kong workers, including the effects of de-radicalization, macroeconomic instability, labor management strategies, and interventions by the colonial government. The conciliation-based approach supported by the Labour Department in Hong Kong is similar to that in 1940s Britain. New evidence on the effectiveness of conciliation challenges the previous dominant thesis that British colonial administrations repressed labor activism in Asia.
