An Integrated Situational Awareness Tool for Resilience-Driven Restoration With Sustainable Energy Resources

Chuan Qin et al.

Summary: Integrating sustainable energy resources alters the distribution grid into an active system with increased load and generation fluctuations. This study proposes a resilience-driven restoration scheme using an integrated situational awareness tool (ESAT) which incorporates kernelized Bayesian state-space inference (KBSI) with Markov Chain Monte Carlo (MCMC) and multiple optimization algorithms. ESAT includes BTM load/DER estimation and disaggregation, CLPU estimation, and network topology estimation with de-energized islands. The proposed scheme aims to establish informed restoration plans that prioritize high-priority loads and measure the effectiveness of ESAT-driven restoration using a resilience metric. The performance of ESAT is demonstrated using actual field datasets and validated using emulated real scenarios on a benchmark model.

Risk-Based Active Distribution System Planning for Resilience Against Extreme Weather Events

Abodh Poudyal et al.

Summary: Enhancing the resilience of power distribution systems to extreme weather events through system hardening and smart grid technologies is crucial. Existing distribution system planning methods focus on persistent costs and reliability, while resilience requires considering the impacts of high impact low probability (HILP) events. This paper proposes a risk-based approach that explicitly models the impacts of HILP events and incorporates them in long-term planning decisions, providing flexibility for analyzing trade-offs between risk-neutral and risk-averse strategies.

Profitability and investment risk of Texan power system winterization

Katharina Gruber et al.

Summary: The lack of winterization of power system infrastructure in Texas led to significant blackouts in 2021. This study assesses the adequacy of incentives for winterization in the energy-only market. The authors find that while expected profits from winterization are positive, the investment risk is high due to low frequency of freeze events and uncertainty. They argue that regulatory enforcement of winterization is necessary to enhance welfare, with emphasis on gas power plants and infrastructure.

Summary: This study investigates the variation of TC-blackout-heatwave compound hazard risk in a changing climate using TC and heatwave projections and power outage and recovery process analysis. It is found that under high-emission scenario RCP8.5, long-duration heatwaves following strong TCs may increase dramatically. The study also reveals that a moderate enhancement of the power distribution network can significantly mitigate the compound hazard risk.

Uncertainty-Aware Deployment of Mobile Energy Storage Systems for Distribution Grid Resilience

Summary: The paper introduces a novel restoration mechanism for power distribution systems (PDSs) involving routing and scheduling of MESSs integrated with stochastic RESs to enhance system response and recovery post high-impact low-probability (HILP) incidents. This integrated model is formulated as a non-convex non-linear stochastic optimization with joint probabilistic constraints (JPCs), which can be transformed into a tractable mixed-integer linear programming (MILP) model. Case studies on IEEE 33-node and 123-node test systems confirm the effectiveness and scalability of the proposed framework in enhancing system resilience through dynamic network reconfiguration and MESS routing and scheduling in the presence of stochastic RESs.
