This study developed a tripartite evolutionary game model to analyze the decision-making mechanism of enterprises, the public, and the government in China's air pollution control process. The results showed that collaborative governance among the three stakeholders is the optimal path, which evolves through four stages: government regulation, enterprises' pollution control, public participation, and government withdrawal. Currently, China is transitioning from public participation to government withdrawal and should focus on subsidy policies, environmental information disclosure, and public participation mechanisms.
