Embedding Racism: City Government Credit Ratings and the Institutionalization of Race in Markets

Davon Norris

Summary: This article explores how racism and racial inequality are manifested in contemporary markets. It argues that ratings and scores in markets perpetuate racism by incorporating racialized inputs, thereby allowing racial inequality to persist. The author demonstrates this argument using an original dataset to analyze the evaluation criteria used in rating city government creditworthiness. The findings show that cities with larger proportions of Black residents receive worse credit ratings, highlighting the racial disparities embedded in these evaluative criteria.
