The right of Russian fathers to parental leave: is a transformation of an established system necessary?

Signs of the gender revolution's second phase? Historical and cross-national development of fathers' leave provisions

Summary: In a short period of time, workplace leave for fathers has increased from a few days of paternity leave to several months of leave, which sends signals about gender norms of care. This paper argues that there are five distinct types of fathers' leave that have different potential messages about fatherhood. Through the examination of 23 affluent democracies over the last half century, using new and original measures, it is found that welfare states have established well-paid and non-transferable leave provisions, but they remain underfunded.

Paid Parental Leave Reforms and Mothers' Employment in Austria, France and Hungary*

Summary: This study investigates the impact of changes in the length of paid parental leave on mothers' labor market entry in Austria, France, and Hungary. Results show that the flexibility introduced in Austria's leave legislation in 2008 increased mothers' relative risks of labor market entry, especially among higher educated women. In France, the extension of paid leave for second born children in 1994 reduced labor market entry. In Hungary, the political transition of 1989 resulted in longer leave take up of mothers, leading to decreased labor market entry.

Family leaves for fathers: Non-users as a test for parental leave reforms

Summary: The uptake of father's parental leave has increased in Nordic countries with reforms, but a considerable proportion of fathers still do not use their allotted leave. The 2013 reform in Finland led to a significant increase in father's quota utilization, and slightly reduced socioeconomic disparities in its use. Less educated and low-income fathers are less likely to take any parental leave, with some opting for only birth-related leave.

Summary: Researchers found that in Sweden, farmers generally believe that the role of involved fatherhood has become a societal norm for farming fathers, and farmers do indeed want to pursue more involved parenting. However, farm operators face various barriers to fulfill the ideal of involved fatherhood, especially related to financial affordability and finding competent replacements during long periods of parental leave. Two types of farms, corporations where the farm operator is employed and small farms with flexible time management, offer opportunities to overcome these challenges.

Summary: The phenomenon of fatherhood escape and its social consequences in modern Russia is under-studied. This study contributes to the description of this phenomenon on Russian materials and also reveals some of the social consequences of this feature of the male gender contract, in particular its effect on intra-family communication, increasing the risk of deviant behavior of children and complicating the fulfillment by women of the working mother gender contract.
