Household constraints and dysfunctional rural-urban migration

Summary: This paper aims to explain why internal rural-urban migration in Chile has not effectively reduced territorial income disparities in the past two decades. By investigating the impact of labor market incentives and non-market barriers on migration, the study finds that earning differentials encourage migration while household-level constraints may act as push or pull factors. This market failure, where migrants are not necessarily those who can benefit the most from labor market differences, but rather those unaffected by poverty and low human capital, explains the ineffectiveness of migration as an equalizing mechanism.
