Compensating for the effects of emigration. Eastern Europe and policy response to EU freedom of movement

Summary: Freedom of Movement has both positive and negative implications for CEE countries. To address the issues arising from population loss, the EU has introduced new institutions, called 'layers', to modify the policy framework of FoM and implement compensation mechanisms and agencies for demographic change and migrant return.
