Housing market booms in Chinese cities: boon or bane for urban entrepreneurship?

Summary: This paper examines the impact of high housing prices on entrepreneurship in Chinese cities, and finds an inverted U-shaped relationship between housing prices and entrepreneurship. It also identifies significant housing price spillovers from first-tier cities to surrounding cities, which also exhibit an inverted U-shaped relationship with entrepreneurship. The findings of this study have important policy implications for Chinese policy makers in terms of the development of the real estate market and the planning and governance of mega urban agglomerations in China.

Social equity in the data era: A systematic literature review of data-driven public service research

Summary: Governments heavily rely on data to provide public services, but social equity receives less attention. This study synthesizes cross-disciplinary research to analyze the relationship between data-driven public services and social equity. Through a systematic literature review of 190 articles, it identifies how public sector data applications relate to social equity in terms of access, treatment, quality, and outcomes. The review highlights key mechanisms in data collection, storage, analysis, and usage that need to be addressed for more equitable data-driven public services.

Designing boundary resources in digital government platforms for collaborative service innovation

Summary: In the process of developing digital platforms, governments are breaking organizational boundaries to foster collaboration in public service innovation. This collaboration faces tensions between openness and closeness, stability and flexibility, and generativity and control. Boundary resources are used to balance these design paradoxes in government platforms. However, little is known about designing boundary resources in digital government platforms. We contextualize the concept of boundary resources in digital government platforms to develop design theories. Our research suggests three design principles for the design of boundary resources in government platforms, which can help government platform owners address the three paradoxes.

The impact of smart cities on entrepreneurial activity: Evidence from a quasi-natural experiment in China

Summary: Smart Cities initiatives have been widely discussed and studied globally over the past decade, but little attention has been given to their impact on local entrepreneurial activity. This paper examines the influence of Smart Cities construction on urban entrepreneurship in China using panel data from 265 cities between 2002 and 2019. The empirical results demonstrate that Smart Cities policies significantly boost entrepreneurial activity, with improvements in investment attraction and technological innovation identified as key channels. Additionally, the study finds that the incentive effect of Smart Cities policies is more pronounced in eastern regions, larger cities, and cities with higher levels of service informatization and government financial expenditure.

Tailoring open government data portals for lay citizens: A gamification theory approach

Summary: This study aims to tailor Open Government Data (OGD) portals for lay citizens using the gamification approach. Through interviews with experts and lay citizens, the requirements of lay citizens towards OGD portals were identified. Fifteen design propositions were implemented using gamification theory to meet these requirements. The evaluation with lay citizens revealed the perceived usefulness of the design propositions, with badges being the most useful design proposition for highlighting portal relevance. This study contributes to the development of OGD theory and provides practical insights for improving OGD portals.

Summary: This paper assesses various econometric approaches to dealing with count-based outcome variables and other outcomes with similar distributions, which are increasingly common in corporate finance applications. The study demonstrates that the conventional practice of estimating linear regressions of the logarithm of 1 plus the outcome produces estimates that lack natural interpretation and may have incorrect expected direction. In contrast, a simple fixed-effects Poisson model yields consistent and relatively efficient estimates under more general conditions than commonly assumed. The paper also shows through replication of existing research that economic conclusions can be highly sensitive to the chosen regression model.
