It argues that these reform movements continue to exist and gain new vitality through the influence of digital technology. The article calls for more empirical research to understand how digital tools are impacting the balance of values and methods associated with these reform movements in different regions.

From political motivation to scientific knowledge: classifying policy labs in the science-policy nexus

Summary: Urban Living Labs have emerged as a special derivate of policy labs, focusing on design thinking and evidence generation for policy-making. Research from two ULLs in local policy communities in Germany shows that different types of policy labs with varying levels of science and politics can effectively contribute to evidence-based policy debate. Policy labs can shift the debate from political motivation to scientific knowledge if science is given a real role within the lab.

Digitalisation of Creative Industries Fostered by Collaborative Governance: Public Innovation Labs in Gipuzkoa

Summary: This article analyzes the promotion of digitalization in the creative economy in Gipuzkoa province, Spain, through collaborative governance. Two public innovation labs are used as case studies to demonstrate the impact of public efforts on consolidating synergies and accelerating innovation. The results show the implications of a sub-regional collaborative governance model on contributing to a regional Smart Specialization Strategy.

Policy labs, partners and policy effectiveness in Canada

Summary: Since 2015, the Canadian government has aimed to involve nonprofit and private sector partners in the core of public sector decision-making through structures like Policy Hubs and Innovation labs. This has had mixed results for nonprofit sector partners, offering them new opportunities to influence policy decisions but also posing risks to their independence and legitimacy as policy advocates. Both public and nonprofit sector partners need to be cautious in choosing future partnerships in order to achieve meaningful policy change.
