Through in-depth interviews and focus group meetings, the case study shows how retired local cadres have influenced nuclear governance by mobilizing critical resources for petitioning. It identifies three key strategies of petition politics and argues for integrating petition complaints process and local deliberative governance practice to improve nuclear risk governance in China.
