A surface-enhanced Raman scattering (SERS) active metasurface composed of metallic nanohole arrays and metallic nanoparticles has been developed. The metasurface can operate in aqueous environments, achieving an enhancement factor of 1.83 x 10(9) for Rhodamine 6G, and enabling the detection of malachite green at a concentration of 0.46 ppb.
