Summary: This study examines the uneven distribution of COVID-19-related excess mortality in Europe during the first wave of the pandemic, with some regions experiencing higher impact than others. Regions that are highly connected, located in colder and dryer climates, with high levels of air pollution, and with relatively under-resourced health systems, were more heavily affected. Institutional factors, such as weak formal institutional quality and fragile informal institutions, also played a role in driving regional excess mortality.
