Countercyclical prudential buffers and bank risk-taking

Manuel Illueca et al.

Summary: This study investigates the impact of countercyclical prudential buffers on bank risk-taking. Using the introduction of dynamic loan loss provisioning in Spain as a case, it is found that the adoption of dynamic loan loss provisioning leads to a reduction in timely recognition of loan losses. As a result, banks that previously recognized loan losses promptly extend loans to riskier borrowers with lower accounting quality. These findings have policy implications for addressing cyclical fluctuations in the financial sector.

CAREER CONCERNS, BEIJING STYLE

Jiahua Che et al.

Summary: The China model is increasingly seen as a viable alternative to democracy by developing countries. While China's merit-based promotion system is praised, Chinese leaders, once at the top, are just as unconstrained as leaders in other autocratic regimes. A unified theory suggests that China and other autocracies coordinate on different equilibria, with the presence or absence of political career concerns being able to arise in equilibrium.

Haste doesn't bring success: Top-down amplification of economic growth targets and enterprise overcapacity

Jiachun Chen et al.

Summary: The study finds that Chinese economic growth targets exhibit a top-down amplification pattern, leading to a decline in local firms' capacity utilization, especially when officials use hard-constraint vocabulary, during the National Congress of Communist Party, and when prefecture-level officials are nearing 55. Officials intervene in local firms' capacity decisions by increasing private communication and loosening public policies within their jurisdictions. The amplification of economic targets is detrimental to future development of both regional economy and local firms.

Loan loss provisions and income smoothing - Do shareholders matter?

Dorota Skala

Summary: This study analyzes the role of shareholders in the creation of discretionary loan loss provisions (LLP) and their use in income smoothing, demonstrating differences in LLP and income smoothing practices between foreign-owned, state-owned, and domestic private banks. Foreign banks exhibit higher levels of discretionary LLP and use them for income smoothing, while state banks generally do not engage in income smoothing. Additionally, foreign banks with low profitability in volatile economic environments do not create higher discretionary LLP, suggesting that their risk profile may not be lower than that of domestically owned banks.
