A way forward to end energy poverty in China: Role of carbon-cutting targets and net-zero commitments

Summary: This paper examines the influence of carbon-cutting targets and net-zero commitments on energy poverty in China, considering technological innovation, energy consumption, urbanization, and economic growth factors. Using panel data from 30 Chinese cities during 2004-2017, robust empirical results are obtained through the application of MM-QR and Non-Causality techniques (Juodis et al., 2021). The findings indicate that the impact of carbon-cutting targets weakens across different quantiles, suggesting progress in reducing carbon intensity and moving towards net-zero CO2 emission. Additionally, economic growth and patent applications contribute to alleviating energy poverty, while energy consumption and urbanization tend to increase it. Based on these results, innovative policy recommendations are proposed to address energy poverty in China.
