Assessing the marine ecological welfare performance of coastal regions in China and analysing its determining factors

Summary: This study utilized three-stage data envelopment analysis (DEA) and Tobit regression models to comprehensively evaluate and analyze the performance, trends, and differences of marine ecological welfare (MEW) in China. The findings revealed that the three-stage DEA model outperformed the traditional model by effectively eliminating random errors and external environmental factors while underestimating coastal MEW performance in the country. The southern marine economic circle exhibited overall improvement, while the overall northern circle showed limited progress, and the eastern circle remained stable. External environmental factors significantly influenced MEW performance, and the average performance of each province varied under the influence of slack variables in resource and environmental consumption inputs. Other significant factors affecting China's coastal MEW performance included the level of economic development on land and government environmental regulations, both of which demonstrated a positive correlation. Additionally, insufficient momentum in marine research and technology or low achievement transformation rates had a negative impact. Countermeasures and recommendations based on empirical analysis were also proposed.

A comprehensive survey of six coral regions in the Xisha Islands revealed variations in coral coverage and bleaching prevalence, with some areas under threat from crown-of-thorns starfish outbreaks. However, there is potential for rehabilitation in certain regions. The application of a deterioration index highlighted high recent deterioration in some coral areas.
