A metrological approach to quantities that are counted and the unit one

Summary: This article reviews the debate over how to treat dimensionless quantities and quantities with the unit one in the International System of Units (SI), proposing that only the unit one should be allowed for counting purposes. It also suggests that more descriptive, technical area specific 'units' could be used downstream of the SI for expressing the results of counting.
