The evaluation of operational efficiencies of Turkish airports: An integrated spherical fuzzy AHP/DEA approach

Summary: This study examines the operational efficiencies of 46 Turkish civil airports from 2015 to 2018 using a hybrid methodology. The findings show that a majority of the airports operate below the optimal efficiency level and suggest that airports located in touristic areas and closer to city centers achieve higher efficiency levels.

Extending a fuzzy network data envelopment analysis model to measure maturity levels of a performance based-budgeting system: A case study

Summary: Performance-based budgeting (PBB) aims to improve managerial decisions based on actual performance measures. However, the progress and maturity of PBB implementation are not satisfactory. In this study, a budget assessment framework is proposed to evaluate and improve the performance of organizations implementing PBB. Data envelopment analysis (DEA) methods and fuzzy logic are used to measure and overcome the limitations of existing approaches. A case study in Iran is presented to demonstrate the efficacy and applicability of the proposed framework.

Summary: The study proposes an innovative composite method for ranking DMUs by calculating the Shannon entropy of cross-efficiency scores obtained from satisfaction and consensus perspectives, and comparing rankings using grey incidence analysis. The results suggest that cross-efficiency results obtained from the composite perspective of satisfaction and consensus should be widely accepted in practical decision-making.
