This study proposes a new decision making approach that incorporates hesitant fuzzy linguistic information (HFLI), attitudinal Choquet integral (AC), evidence-based Bayesian approach, and variance approach to determine the relative importance of criteria and experts. The integrated framework is validated through a case study in Tamil Nadu, showcasing its usefulness and superiority.
