An Ethnographic Assessment of COVID-19-Related Changes to the Risk Environment for People Who Use Drugs in Tijuana, Mexico

The initial lockdown led to a decrease in police violence and extortion, and temporary housing and treatment were provided for PWUD with COVID-19 symptoms. However, non-COVID-19-related healthcare became inaccessible, resulting in untreated chronic illnesses and deaths among PWUD. Border closures and reduced social interaction worsened food, income, and housing insecurity, but access to illicit drugs remained relatively easy.
