A novel fuzzy multi-factor navigational risk assessment method for ship route optimization in costal offshore wind farm waters

Summary: This paper proposes a method of ship navigational risk assessment in offshore wind farms based on multi-factor fuzzy analytic hierarchy process. The method includes analyzing influence factors, determining weights, and conducting fuzzy comprehensive evaluation. By applying the method to a case study in Changle, Fujian Province, the navigational risk is reduced from 3.1731 to 2.0409 after route optimization. Related risk management strategies are also proposed.

Wind energy, as a predominant renewable resource, has been widely adopted by many countries and offshore wind farms are operational in several countries. Australia, with its special available resources, can benefit significantly from wind energy production. However, one critical challenge in developing a wind farm is determining the optimal site location. This study aims to develop a decision-making framework using the Bayesian best-worst method to select the optimum site location for an offshore wind farm in Australia.
