Is Uganda's Progressive Refugee Policy Equalizing the Food Security of National and Refugee Households?

Summary: The study findings suggest that Uganda's progressive policy on refugees is still a work in progress in terms of equalizing the food security of refugees with that of Ugandan nationals. Factors such as having Ugandan citizenship, land ownership, livestock ownership, consumption of animal source food, marital status, and geographical location contribute to household food security. Surprisingly, households currently receiving WFP support remain food insecure compared to those not receiving support, and female-headed households tend to be more food secure than male-headed households.

Summary: In the context of global North geographies, the lack of significant policy commitment towards food system transformation is hindered by entrenched property relations that work through dominant logics of property. Research on land tenure reform in countries like Scotland, France, Australia, Canada, and Japan shows how contesting dominant property norms can create space for deep and equitable food system transformation. Powerful actors in the food system attempt to leverage legal and cultural norms of property to legitimize their control over agricultural resources.
