Interorganizational Sponsor Networks in Road and Social Infrastructure PPP Equity Markets

Jose Guevara et al.

Summary: This study investigates the nature of relationships between PPP sponsors at the moment of creating SPVs in road and social infrastructure PPPs across six European countries from 1995 to 2019. Despite unique features of each jurisdiction, the study finds that sponsor networks exhibit self-organizing patterns, forming tightly knit collaboration groups at the moment of creating SPVs, while also being open to connect with competitors and unknown partners through intermediaries. The study contributes to a better understanding of SPV formation processes and offers insights for policymakers and PPP investors.
