In this paper, a game-theoretic model is constructed to demonstrate that improving the legal environment can enhance the quality of final products by improving the quality of intermediate products, especially in industries with higher contract intensity. Using Chinese Customs Database and Industrial Enterprise Database from 2000 to 2006, the research measures export quality at the level of firm-product-country and examines the impact of the legal environment on export quality. The empirical study reveals that improving the legal environment can increase export quality, especially in firms with higher contract intensity. Further studies show that the legal environment and contract intensity influence firms' import decisions, thus significantly impacting the product quality of export firms.
