Business improvement areas and the socio-cultural power of lobbying: Imposing market interests to affordable housing development

Summary: This paper develops a theoretical framework to explain how political-economic power is socio-culturally encoded during local government decision-making processes. The study finds that BIAs can influence key decisions and strategically frame community critiques to serve their market interests, sacrificing the community's civic interests.
