The role of adaptive capacity in incremental and transformative adaptation in three large US Urban water systems

Lisa Dilling et al.

Summary: Urban water systems need to adapt to increasing population and changing climate. This study explores the adaptive capacity of major metropolitan water systems in the US to drought and whether it enables transformative adaptation. The research finds that adaptive capacity can be influenced by specific actions taken and their effects on the system, and social dimensions such as public acceptance and collaboration are as critical as physical elements. Changes in practices during drought, combined with sustained engagement and education, can lead to long-lasting changes in values around water, a precursor to transformative adaptation.

Creative re-uses: The promises and challenges of temporary land use in Calgary

Alyssa Carruthers et al.

Summary: This paper explores temporary land-uses (TLUs) in Calgary, Alberta and finds that government regulations and misunderstandings about TLUs are significant barriers to their adoption. The study also highlights the divide between different attitudes towards land-use bylaws, which is limiting the expansion of TLUs in Calgary.

Transformative climate adaptation in the United States: Trends and prospects

Linda Shi et al.

Summary: As climate change intensifies, there is a growing call for transformative adaptation to address the drivers of climate vulnerability in civil society. However, the approaches and impacts of the US federal government, private industry, and civil society in climate adaptation are increasingly diverging, leading to maladaptive investments and greater societal vulnerability to climate impacts. Proactive and deliberate engagement in transformative adaptation is needed to address the factors holding existing systems in place.

Climate-proofing coastal cities: What is needed to go from envisioning to enacting multifunctional solutions for waterfront climate adaptation?

Sofie Storbjork et al.

Summary: Climate-proofing coastal cities is an important part of current policy agenda, but there is a lack of studies targeting policy processes for coastal protection. The focus is often on planning rather than implementation, which may lead to social imbalances and fragmentation in coastal protection efforts. Proper consideration of the consequences of a decentralized system for coastal protection is needed by adaptation policy-makers.

Reframing strategic, managed retreat for transformative climate adaptation

Katharine J. Mach et al.

Summary: Human societies will transform to address climate change and other stressors. Managed retreat can play a powerful role in expanding the range of possible futures that transformation could achieve and in articulating the values that shape those futures. The questions raised are relevant to adaptation science and societies far beyond the remit of retreat.

Transformative potential of managed retreat as climate adaptation

A. R. Siders et al.

Summary: Managed retreat in response to climate change may not necessarily lead to societal transformation, and assessing its transformative potential requires considering what or who is transformed, at what scale and in what ways, while also taking into account issues of procedural justice, distributive justice, historical injustices, and opportunities for restorative action.

Anthropogenic intensification of short-duration rainfall extremes

Hayley J. Fowler et al.

Summary: Short-duration rainfall extremes are intensifying as Earth's climate warms, leading to rapidly developing flash flooding, which calls for urgent climate change adaptation measures to manage increasing flood risks.

Territorial governance of managed retreat in Sweden: addressing challenges

Gunnel Goransson et al.

Summary: Climate adaptation options in Sweden are primarily focused on stabilizing the shoreline through various measures, rather than considering managed retreat as a feasible solution. Ignoring future flooding risks from climate change in municipal planning could have dangerous consequences. Implementing managed retreat practices in Sweden is challenging due to public opinions, lack of territorial knowledge among decision-makers, and difficulties in implementing flexible planning options for the shoreline.
