Blue revitalization or dispossession? Reform of common resource management in Japanese small-scale fisheries

Summary: This paper is based on anthropological field research in rural Japan. It analyzes the ongoing reform of Japanese fishery governance and its implications for social and environmental justice. The global discourses on the blue economy and blue growth are driving the enclosure of small-scale fisheries, which are considered one of the last vestiges of natural resource commons. The reform includes opening up coastal fishery resources to corporate investors, strengthening top-down regulation, and introducing individual fishing quotas. However, this growth-oriented reform threatens successful resource co-management in coastal small-scale fisheries, posing a real threat of dispossession and disempowerment to local fishing communities.
