Traditional DEA models treat decision-making units as black boxes, but by transforming the model structure from black box to gray box in a three-stage network evaluation, the extended method faces reduced usefulness due to intermediate element problems. To address this issue, Neumann-Morgenstern cardinal utility is introduced and several non-cooperative DEA models have been developed.

Summary: With the rapid development of the Chinese economy, China has become one of the largest countries in terms of energy consumption and carbon emissions. The Chinese government recently announced its dual carbon policy target, aiming to achieve carbon peak by 2030 and carbon neutrality by 2060. The thermal power industry, as a crucial energy sector and source of carbon emissions in China, plays a vital role in meeting energy needs and achieving carbon peak and carbon neutrality. In this study, a two-stage data envelopment analysis approach is proposed to measure and analyze the energy production-utilization efficiency of the Chinese thermal power industry, considering the fixed-sum carbon emission constraint. The empirical analysis focuses on the provincial level from 2015 to 2019, providing insights into the energy production-utilization efficiency of the thermal power industry in China.
