Reducing rational polynomial: a proposition of a strategy to deal with floating point numbers using singular value decomposition

Summary: This article presents a new strategy for reducing rational polynomials based on Sylvester's matrix. The strategy directly produces the reduced fractional polynomial without computing the greatest common divisor. The proposed algorithm is compared with other algorithms in terms of computation time and robustness. The results show that the proposed algorithm has lower time complexity and better robustness than the compared algorithms.
