Ex Ante Governance in the European Union: Energy and climate policy as a ?test run? for the post-pandemic recovery

Summary: This paper examines the policy tools used by the European Commission to align member states' national post-pandemic recovery preferences with its own green (and digital) recovery preferences. The Commission utilized the existing tool of ex ante governance, which enabled it to influence member states' national goals before formal adoption, and to link these goals with the EU's 2030 climate and energy goals. The success of this approach led the Commission to apply the ex ante governance model to post-pandemic recovery, indicating the emergence of a complex ex ante governance within the EU.
