Do public transit and agglomeration economies collectively enhance low-skilled job accessibility in Portland, OR?

Summary: Research on the spatial mismatch hypothesis explores the impact of job decentralization on job accessibility for disadvantaged groups, proposing that promoting agglomeration economies associated with transit infrastructure can enhance job accessibility for low-wage or low-skilled workers. However, concentrating economic activities beyond a certain spatial scale may absorb jobs from neighboring areas. Therefore, policymakers and urban planners should set limits on transit-oriented developments (TODs) and redistribute the agglomeration effect through land use and transportation policies to benefit underrepresented workers.

Bilevel Programming Model for Park-and-Ride Versus Transit-Oriented Development: A Case Study of Chengdu City, China

Summary: Park-and-ride (P&R) and transit-oriented development (TOD) are two major strategies to leverage the high capacity of rail transit systems in urban areas. A bilevel programming model is proposed to reconcile the competitive location issue of P&R and TOD near rail transit stations. The model simulates governmental land-use decision-making behavior and travelers' responses, as well as the traffic and passenger flows in the network.

Bridging land value capture with land rent narratives

Summary: Urban land values in many parts of the world have reached unprecedented levels. Scholars are focusing their research on utilizing these values for public purposes. Currently, there are two research communities: one community consists of urban planners and lawyers who research land value capture, while the other community consists of economists who discuss land rent. The lack of interrelations between these communities hinders effective sharing of their research outcomes. This study aims to strengthen the connections between these communities by characterizing their narratives and synthesizing their views.

Procuring urban rail transit infrastructure by integrating land value capture and public-private partnerships: Learning from the cities of Delhi and Hong Kong

Summary: Worldwide, the private sector has actively participated in delivering transport infrastructure assets in cities. However, Public-Private Partnerships (PPPs) have been unable to provide governments with value for money and concessionaires with sufficient operating revenues in the delivery of urban rail transit systems. Land value capture (LVC) has been recognized as a potential finance mechanism that can be integrated with PPPs to ensure economic success. This paper presents a conceptual model developed through case studies of Delhi Airport Metro Express and Hong Kong's Mass Transit Rail to assist policymakers in procurement of their rail infrastructure and discusses the implications for procurement policy.
