Cultural policies in illiberal democracies: a conceptual framework based on the Polish and Hungarian governing experiences

Lluis Bonet et al.

Summary: This article explores how different governments in Europe are promoting corporatist mechanisms to foster a conservative and homogenizing understanding of culture, with illiberal practices such as delegated censorship and xenophobic measures. The authors propose a conceptual framework to distinguish these illiberal cultural policies from those of liberal democracies and totalitarian regimes, based on a qualitative methodology involving literature review, semi-structured interviews, and comparative analysis of cultural policies in Poland and Hungary under 'populist radical right' governments.

Matthew L. Jacobsmeier

Summary: The study found that, despite elite rhetoric calling for cuts in government funding for the arts, there was no majority support for this in the United States overall.
