Energy efficiency: The evolution of a motherhood concept

Summary: Energy efficiency is a popular strategy to reduce energy consumption and greenhouse gas emissions. However, applying efficiency concepts to real-world processes and practices of energy consumption is complex, involving subjective judgments, conceptualization and policy design, and tradeoffs. This article traces the evolution of EU energy efficiency policy to understand underlying values and tradeoffs, highlighting the need for a more nuanced policy approach that considers societal and policy complexities.
