The farm to fork strategy and the digital transformation of the agrifood sector-An assessment from the perspective of innovation systems

Summary: This article assesses the European Union's Farm to Fork (F2F) strategy from the perspective of innovation systems, particularly digital technologies in agriculture. It analyzes how the policies proposed in the F2F strategy impact the essential functions of the innovation system using the Technical Innovation Systems framework. The analysis finds that while the F2F strategy contributes significantly to innovation system performance by providing a clear agenda and concrete measures to support innovation, knowledge, and skill development, it falls short in creating favorable market conditions for innovative technologies and building legitimacy with farmers as the primary user group.

Good intentions in complex realities: Challenges for designing responsibly in digital agriculture in low-income countries

Summary: This study contributes to debates on inclusive, participatory and responsible design by developing a framework for operationalising HCD and responsible innovation in practice, using a Rwandan case-study. The findings show that power relations and digital capacity negatively affect user inclusivity in design and highlight the importance of considering broader, long-term consequences of digital technologies in design processes. Responsible innovation theory needs to become cognizant of the complex realities in which digital innovations emerge for more responsible digital technology development.

'Real' regulation and property relations on agricultural estates: Reducing opportunities for new entrants to agriculture

Summary: A decline in opportunities for new entrants to agriculture is a recognized consequence of agricultural restructuring. Existing support schemes have limited success, and this paper argues that the problem for new entrants is as much about progression and exit as it is about entry. By re-engaging with the concept of 'real' regulation, the paper examines rural property relationships in agricultural estates in England and Wales, and highlights how property owners' management strategies severely restrict the provision of property rights to new entrants and progressing tenants.

Socioeconomic Inequalities in COVID-19 in a European Urban Area: Two Waves, Two Patterns
