Evaluating Electric Vehicle Policy Effectiveness and Equity

Tamara L. Sheldon

Summary: This article reviews the academic literature on the economics of plugin electric vehicles (PEVs), focusing on PEV policy, benefits, and equity. The review suggests that consumer PEV subsidies are not cost-effective and are often expensive relative to estimated environmental benefits. Additionally, higher-income households receive a disproportionate amount of government subsidies and PEV benefits. There is significant room for policy improvement.

Well-to-wheel greenhouse gas emissions of electric versus combustion vehicles from 2018 to 2030 in the US

Rohan Challa et al.

Summary: Transportation-related greenhouse gas (GHG) emissions can be reduced by increasing the share of electric vehicles (EVs) and reducing GHG emissions of internal combustion engine vehicles (ICEVs). Factors such as fuel economy, electricity grid mix, vehicle choice, and temperature affect EVs' relative GHG emissions compared to ICEVs, and understanding these factors' combined effect is crucial for successful decarbonization of the transportation sector.

Electrifying passenger road transport in India requires near-term electricity grid decarbonisation

Amir F. N. Abdul-Manan et al.

Summary: India's electrification plan for transport faces challenges due to coal-power dependence, but solutions like cleaner grids, electric vehicles, and hybrids are being proposed. Electric vehicles have high potential for reducing greenhouse gas emissions in India, with considerations for charging locations and times.

Dynamic evaluation of environmental impact for three-way catalytic converter with temporal variation life cycle method

Yingying Liu et al.

Summary: This paper evaluates the dynamic environmental impacts of a three-way catalytic converter (TWC) throughout its life cycle. The study analyzes the dynamic emission factors of pollutants from rapid aging and real vehicle aging tests, and evaluates the environmental benefits and burdens of TWC using a dynamic life cycle assessment method. The results show that TWC has significant environmental benefits, with little variation between tests.

Substantial transition to clean household energy mix in rural China

Guofeng Shen et al.

Summary: The household energy mix has significant impacts on human health and climate. A nationwide investigation in rural China revealed high contributions to energy supply from coal and biomass fuels, with the use of multiple energy sources being common. Compared to 2012, biomass and coal consumption decreased in 2017, while gas consumption significantly increased. The use of clean energy in rural areas is unevenly distributed and shows non-linear growth, posing challenges to achieving universal access to modern cooking energy by 2030.

Development of high-resolution emission inventory to study the relative contribution of a local power plant to criteria air pollutants and Greenhouse gases

Hossein Shahbazi et al.

Summary: Electrification of energy systems, including an increased percentage of electric vehicles on the road, is a key pathway to achieving zero carbon emissions. However, reducing the share of fossil fuels in transportation and industry requires a significant shift in power generation energy sources.

Field based measurement of multiple pollutant emissions from residential coal burning in rural Shanxi, northern China

Jinze Wang et al.

Summary: Emissions from residential coal combustion play a significant role in air pollution and human health, prompting the need for better understanding of emission factors. Field measurements showed that honeycomb briquette combustion emits less pollutants than coal chunk combustion, highlighting the potential for using honeycomb briquettes as a more environmentally friendly fuel alternative.

Provincial Greenhouse Gas Emissions of Gasoline and Plug-in Electric Vehicles in China: Comparison from the Consumption-Based Electricity Perspective

Yu Gan et al.

Summary: The study found significant variations in well-to-wheels greenhouse gas emission intensities of plug-in electric vehicles (PEVs) compared to gasoline vehicles at the provincial level in China in 2017. In some northern provinces, due to coal-based electricity and cold weather, the emission intensities of BEVs and PHEVs were higher than gasoline vehicles. It is suggested that province-specific policies should be implemented for reducing greenhouse gas emissions in on-road transportation in China.

What does an electric vehicle replace?

Jianwei Xing et al.

Summary: The study found that electric vehicles replace vehicles with relatively high fuel efficiency, and ignoring the non-random replacement of gasoline vehicles would lead to overestimating the emissions benefits of electric vehicles. Federal income tax credits increased electric vehicle sales, but most of the credits were obtained by households that would have purchased electric vehicles anyway. By simulating alternative subsidy designs, the research suggests that providing greater incentives to low-income households would be more cost effective and less regressive.
