A methodological approach to assess the territorial vulnerability in terms of people and road characteristics

Summary: The objective of this paper is to develop an assessment model for territorial vulnerability by measuring the spatial heterogeneity of proper indicators that amplify the natural and manmade hazards. The proposed study evaluates people characteristics, emergency plan elements, operational structures of civil protection, and road infrastructure. A GIS-based model is used to capture, analyse, and manage spatial data and visualize vulnerability results. A case study is conducted in a municipal area in Southern Italy that is frequently affected by floods and landslides.
