This paper proposes an alternative Malmquist DEA approach to evaluating carbon emission performance, taking into account fixed-sum undesirable outputs. The approach is applied to assess carbon emission performance in 30 provincial regions in China from 2009 to 2015, providing analytical results and policy suggestions.
