Winners and Losers: the Distributional Effects of the French Feebate on the Automobile Market

Summary: This study quantifies the welfare and environmental impacts of the environmental tax/subsidy policy for new cars in France in 2008, using a detailed structural model of demand and supply that considers consumer preferences. The policy reduces average carbon emissions by 1.6% at the cost of additional emissions of local pollutants, favoring middle-income individuals and showing redistributive effects when combined with an income-proportional tax. Additionally, it is observed that local pollutant emissions increase least in poor and rural areas, indicating another redistribution channel.

Fuel consumption elasticities, rebound effect and feebate effectiveness in the Indian and Chinese new car markets

Summary: China and India, as the largest automotive markets and carbon emitters, have considered various policy levers to reduce carbon emissions. This study finds that fuel consumption in both markets is relatively unresponsive to fuel price and income, but responsive to car price and fuel economy. The rebound effect on fuel savings is 17.1% for India and 18.8% for China, indicating a slight decrease in effectiveness of a feebate policy.
